Grade Pay Rs.4600 to Assistants

Matter appeared in GConnect.in (a community website for govt. officers) related to grade Pay of Rs.4600 to Assistants working in the Ministry of Petroleum & Natural Gas is reproduced below for the benefit of viewers.

"In response to clarification sought by Ministry of Petroleum and Natural Gas, DOPT has issued this clarification order regarding fixation of pay relating to Assistants.

In brief, it is clarified by DOPT that in the cases of upgradation of posts as a result of 6CPC recommendations the fitment table attached with O.M.No: 1/1/2008-IC dated 30.08.2008, corresponding to the pre-revised scale is to be used for the purpose of determination of revised pay in the pay band. To the pay in the pay band determined the grade pay corresponding to to the upgraded post is to be added. Accordingly the revised pay of Assistants/PAs as on 1.1.2006 is to be fixed using the fitment table for the pre-revised scale of Rs.5500-9000 and the pay in the pay band so determined, grade pay of Rs.4600 is to be added.

It is also clarified by DOPT that in the case of Assistants/PAs who are promoted after 1.1.2006 and who have opted to switch over to the revised pay structure w.e.f the date of their promotion as Assistant/PA, their pay will be fixed with reference to the fitment table of the corresponding to the pre-revised scale of Rs.7450-11500. However, they shall not be entitled to any arrears of pay w.e.f 1.1.2006 till the date of their option."

Grade Pay of Rs.4600/- to Assistants

1) Ministry of Urban Development, New Delhi vide Office Order No.A/26016/1/2010-Admn-IV dt.9th March 2010
and
2) Ministry of Information and Broadcasting vide Order No.5/1/2010-Admn-IV dated 5th March 2010
have upgraded the pay of Assistants of CSS Cadre to the pay structure of Grade Pay of Rs.4600/- w.e.f. 01/01/2006.

It is hoped that CSIR will also maintain the Pay parity of its Assistants to that of CSS Cadre Assistants which has been historically maintained.

FRADULENT PRACTICES IN CLAIMING AIR FREIGHT CHARGES BY C&F AGENTS

CSIR Vide Lr.dt.No.15-26(41)/2009-Vig. dt. 27-1-2010 has reiterated the need for meticulous check while admitting the C&F Agents bills. The same is reproduced below :

"In order to avoid instances of fraudulent practice in claiming air freight charges by C&F Agents, all the dealing Officers of CSIR Labs./Instts. are alerted to be more vigilant against such malpractices. In this regard the following preventive steps may be followed while scrutinizing the bills of C&F Agents:

i) Always insist on the original Air Way Bill (AWB) of the Airlines. Develop familiarity with the style and design of AWB of major airliners. In case of doubt, cross-check with the Cargo Managers of the concerned Airline.

ii) Always tally the weight and dimension of the consignment (including packaging) as given by the supplier (OEM) in its commercial invoice or otherwise with that of the House AWB (HAWB) and the Manifest attached to the MAWB. It is always desirable to ask for copies of MAWB and the Manifest along with HAWB. The MAWB/Manifest is issued by the Airliners whereas the
HAWB is issued by the Shipping Agent. There are possibilities of manipulation in the weight and dimension of the consignment.

iii) Fuel and Security Surcharge components charged by the C&F Agent needs to be meticulously checked and calculated. These charges are levied by the Airlines which vary from time to time. Thus, the rates of these charges can be verified ether from the Websites of the concerned Airlines or their MAWBs. Such changes shown in the MAWB needs to be correctly apportioned amongst all the HAWBs issued against the said MAWB in proportion of their respective actual or chargeable weights as the case may be.

All the CSIR Labs./Instts. are therefore advised to be meticulous in admitting the bills of C&F agents and be watchful of any possible instances of malpractice. Any such malpractice should be immediately reported to CSIR Vigilance. "

Gr.Pay 4600 to Central Secretariate Service Assistants

Govt. vide F.No.1/1/2008-IC dt.16/11/2009 has issued OM extending the pay structure of grade pay of Rs.4600 in the pay band PB-2 to Assistants belonging to Central Secretariat Service, Armed Forces HQ Service and PAs in their counterpart Stenographer Services w.e.f. 1.1.2006.

It has also mentions that in order to maintain parity between Field and Secretariat Offices, introduction of a level in the hierarchy of Central Secretariat having grade pay of Rs.4200 in the pay band PB-2 between the grades of UDC and Assistants is necessary. The manner in which the new grade in the hierarchy of Central Secretariat should be introduced may be decided by DOPT in consultation with Dept. of Expenditure.

Govt. has clarified that the Vidyalaya Vikas Nidhi paid to Kendriya Vidyalas are reimbursable under Children Education Allowance. So far many Govt. offices denied reimbursement, inspite of several representations, mainly due to mis-conception and wrong interpretations of officials.

PAYMENT OF CUSTOMS DUTY ON DUTY-FREE ITEMS

CSIR Lr.No.15-1(127)/2007-Vig. dt. 20-8-2009 is reproduced below which is self explanatory.

"It has come to the notice of CSIR Vigilance that one C&F agent has issued Customs Payment Advice in respect of an item which is absolutely Duty-free. As per the advice of the C&F Agent, the Institute has also made the payment towards Customs besides issuing the Customs Duty (CD) Exemption Certificate. The Bill of Entry furnished by C&F agent bears a manipulated product code (Harmonization System (HS) Code 90271000) which attracts 10% CD whereas the actual product code is 90272000 which is a Custom-free item. This has resulted in a loss to the Council even if the said duty is assumed to have been paid to the Customs Department.

Keeping in view the above instances, all COSPs/SPOs/SOs (S&P) are advised to invariably ascertain the product code/HS Codes and check whether the same is a customable or Custom free item. The Agents may also be advised to mention the exact product/import code (HS Code) in the quotations and invoices so as to avoid any confusion and possible malpractice by the C&F Agents."

Training @ HRDC

3rd day : 09/10/09 (Concluding Day)

Today a Presentation by Shri RL Sharma, DFA, CSIR on "Finance for Non-Finance Persons" was made. He has covered Financial Management, Goals of Fin.Mgmt (wealth maximization, profit maximization), Activities of Fin.Mgmt, Financial Functions, GFR, Revenue, Report of Loses, Audit, Works, Establishment, Refund of revenue, Sec.Deposits, Record Mgmt. He also made presented the General System of Fin.Mgmt. and Fin.Mgmt in CSIR. Common irregularities, Recovery of dues at the instance of audit, some examples were shown on the audit paras.

It is followed by a talk on Change Management by Shri LR Meena. The skill test was conducted and matched with the one made on the first day. A feedback form was given to participants. Feed back by the participants were discussed by a panel of organisers. Some of the participants were asked to say a few words about the training programme.

The training is formally closed by the presentation of certificates and lecture notes CD by Shri Manu Saxana, Sct.HRDC.

Training @ HRDC

2nd day 08/10/09

2nd day @ HRDC the training commenced with a first lecture on "Building a Positive Attitude" by Shri LR Meena, CoSP-cum-Faculty, HRDC. The lecture was quite useful. The session covered various aspects of Positive Attitude. The need for Positive Attitude, Causes and influences of Positive Attitude, How to cope up with negative feelings and turn them into positive attitudes were discussed. This has been followed by a Case Study on Noting and Drafting. The Case Study was handled by Sri YK Sharma, CoA, HRDC. Some real cases were given for work out. Due to paucity of time, one case study was assigned as "Home Work".
Shri LR Meena has explained the salient features of new CSIR Purchase Rules (2009).

Post lunch session on "Records Management - an Overview" was very interesting. This session was handled by Shri GK Pandey. The session started from the definition of Record, Records Management, the activities involved in Records Management which includes Creation, Classification, Custody/Transfer, Maintenance, Preservation, Retrieval, Review and Weeding out. These aspects were discussed with in detail. Record Retention Schedule, Role of National Archives of India were among the topics covered.

After a long period of away from home, I have fallen 'home sick' today (I commenced my journey on 3rd October and will be reaching home on 14th October 09). It would be rather a good idea if the participants are allowed to bring the family. A point to think over !

HRDC Training

I am here at HRDC, Ghaziabad to attend the Common Training Programme on Office Procedure & Record Management for Assistants Gr.I & II (Gen., F&A and S&P). The programme is scheduled for 3 days i.e. from 7th to 9th October, 2009. We (myself, Mr.Rajagopal & Mr.Ramakrishnan, CECRI Karaikudi) reached N.Delhi on 05/10/09 afternoon and stayed at Maharani Bagh G.H. HRDC vehicle picked up us on 06/10/09 by 7.00 pm. On our way to Ghaziabad we drowned in the thick traffic near Akshardam and however reached HRDC by 9.00 pm. After a short refreshing, we had a nice dinner.

1st Day (07/10/2009

Registration & Inauguration : Shri L.R.Meena, CoSP and Shri Manu Saxena, Sct. were formally inaugurated the session. After a short introduction of each of us, the programme commenced with expectation sharing. A skill test was arranged by Shri Tariq Badar, CoSP which will be matched with another skill test after the training sessions so that the improvement level will be measured.

Ms.Jayanthi Sriram, Ex.Asst.Director, ISTM handled the Noting and Drafting; Form and Procedure of Communication. The session was extremely useful as she elaborately discussed the issues related to the effective noting and drafting. The session was mostly interactive. The lecture covered objectives of the noting, parts of the file, quantum of noting, processing steps, structure of the noting, skills of effective noting, the must points and arrangements of papers for submission. The importance of effective communication was deeply discussed, which covered Forms of communication, facets of communication, etc. Overall, the Noting & Drafting and Effective Communication was extremely useful.

We hope that the soft copy of the lecture will be made available to all participants and I will soon be post the same in this blog.

The climate in Ghaziabad today is very good and the food and accommodation were extremely nice. The food intake is little bit heavy i.e. Morning tea, breakfast with tea/coffee, Tea break with snacks, Working Lunch, Evening Tea Break with snacks, Chat/snacks once we returned to G.House and Dinner. This is equally matched with the intake of knowledge from the eminent speakers by way of lectures, quizes, Reading material, Power point presentation, Tests, Self Assessment Questionnaire, Exercises, etc.

CSIR Foundation Day

As part of the CSIR Foundation Day Celebrations on 26/09/09, Dr.Nandan Nilekani, Chairman Unique Identification Authority of India delivered a special lecture on the features and challenges of Unique Identity Number. His speech can be viewed at CSIR Website through Oasis.

In CECRI, Karaikudi, we have also celebrated the event in a grand manner by observing Open Day on 26/09/09. Many school/collage students and general public in and around Karaikudi poured in and visited all the labs. of the Institute. On 24/09/09 there was a special lecture in connection with the CSIR Foundation Day by Dr.H.Sivaramakrishnan, President-Research M/s.Piramal Life Sciences Ltd., Mumbai on "Collaboration on Invention - A perspective of Industrial Scientist". He also gave awards and certificate for the children who excelled in their studies and gave away prizes to the wards of staff who won various competitions held in connection with CSIR Foundation Day. Director, CECRI honoured the retired staff and those who have completed 25 years of service in a befitting way.

Facing a struggle / trouble - a butterfly story

We often complain that we always face obstacles. Here is the way how one has to face the obstacles and make it to our advantage.

Once a biology class was going on
The teacher was teaching the class on how a butterfly comes out of its cocoon.
He brought a live cocoon to demonstrate a butterfly coming out. Unfortunately he was called out on an urgent task before the butterfly could come out. But before he went he warned the class that on no condition should anyone help the butterfly to come out. He went out and after some time the cocoon opened and the butterfly started to come out. One boy taking pity on the butterfly's struggle helped it to come out. The teacher returned and saw the butterfly and then asked the class Who helped the butterfly. The boy raised his hand and confessed. The teacher said u did grave error in helping the butterfly. In helping it you deprived the butterfly of it life's goal. The initial struggle out of the cocoon should help the butterfly strengthen its wings, now it will never fly. We are also in some ways like this butterfly.
Sometimes Struggles are exactly what we need in our life. If we were to go through life without any obstacles,It would cripple us. We would not be as strong as we could have been And we could never fly. So next time you are faced with an obstacle,A challenge, or a problem,Struggle a little- then fly.

OB Removal and Adj. of Advances

CSIR has again reiterated that the OB lying on account of LC Margin etc. to be adjusted once the material is received without to wait for installation report of equipment/instrument. As per the Clause 12.8.0 of CSIR Purchase Manual of Best Practices, the OB should be adjusted with the details of DRR (Daily Receipt Register). Acceptance Report need not be insisted upon for removal of OB. Stores & Purchase Dept. should ensure the acceptance of the equipment/material and necessary stock entry, etc. done eventually. It is expected that it eliminate the time taken for removal of OB after receipt of acceptance report and stock entry, etc. which is always takes time particularly imported equipments.

CSIR CASE 2009 - experiences

I have taken this Preliminary exam on 29/09/09 at CLRI Chennai. There were 225 one mark questions comprising of 20 English, 20 Hindi, 60 for GK & Current Affairs, 65 Public Admn. and 60 for Computer science. Though the questions are easy, CSIR made it compulsory for Hindi to the extent of 20 questions/marks. This is definitely disadvantageous to Non-Hindi regions like Tamilnadu. The examinees really find it very difficult and embarrassed. I can hear someone utter "Even in Civil Services exam hindi is not compulsory. Why CSIR is doing like this?"

Indian Agents of Foreign Suppliers

CVC has advised that in the case of imports, that the purchases should preferably be made directly from the manufacturers. Either the Indian Agent on behalf of the foreign principal or the foreign principla directly could bid in a tender but not both. Also, in cases where an agent participates in a tender on behalf of one manufacturer, he should not be allowed to quote on behalf of another manufacturer alongwith the first manufacturer in a subsequent / parallel tender for the same item.

CSIR vide OM #3-33(84)1/15-16/2003-E1 dt.27/02/09 has revised the panel of SPO for the vacancy year 2003-04 by including Sri Srideb Nanda @ Sl.No.4 (in the panel list notified earlier dt.24/3/2003.) Accordingly, he has been promoted notionally w.e.f.05/05/2003 with actual benefit w.e.f.22/06/2004.

Air Consolidation & Customs Clearance

By and large all imports of CSIR Labs (some time exports also) are made through major Airports viz. N.Delhi, Mumbai, Kolkatta & Chennai. CSIR Lab/Instt is importing goods and machinery through different Air Consolidation & Clearing Agents and some times Air Consolidation by some firm and Customs Clearance by a different firm. The Charges for these services are heavier and some times crosses the cost of the materials. In addition to this the Consolidation & Clearance agents demand to have a Revolving fund to meet the expenses. In this context, it is imperative to have one common Consolidation and Clearing Agent who can attend the above services for all the CSIR Labs/Instt. at the respective Air ports.

CSIR has obtained DSIR Certificate of Regn. for Customs/Excise Duty Exemption vide No.11/153/89-TU-V dt.02/01/2009 valid upto 31/03/2009

Time for review

Dear All,


Y(our) blog is now 6 months old. It is time for us to review its design, contents, responses, etc.


This blog has been initiated with a view to have a forum to interact, discuss, comment and share the cadre related issues. Though the response is not as expected, it received some responses as well - many thanks to them. An invitation (http://csir-purchase-cadre.blogspot.com/2008/10/each-one-of-us-it-matters.html) has also been made to have all the Cadre people as its members but unfortunately the response till date is Zero. It is also painful to note that so far the postings and contents are from one side. Therefore, I consider it deem fit and proper to do away with this unless there is some response/ interest from the fellow colleagues - be it bouquet or brickbat.
It is time for us to review ourselves.

Stores & Purchase - the NCL Model

Dear viewers,

Last month I had an opportunity to visit NCL, Pune for attending SSBMT Indoor Zonal during 21-23 Nov. 2008. I also got a chance to visit the Stores & Purchase Section. I was thrilled to see the way in which the S&P Section is organised and therefore would like to share my experience.

The S&P Section is in an ideally located, so to say in one building. Stores is interconnected with Purchase and vice versa. Stores in the Ground Floor and Purchase is in the First Floor. The Section is well organised and facilitated.

  • cubical cabinet to all

  • individual computer with LCD monitor

  • dedicated printer

  • meeting room for SPO/SO(S&P)

  • a mini conference room

  • Pantry to take care the visitor

  • lunch room

  • a place for common facility like Xerox, Fax, etc.

  • .... the list continues....

I am also told that they organise classes, lectures by drawing experts from outside also viz. Indian Institute of Material Management, etc. on various subjects related to S&P.

The Stores & Purchase Team in NCL, Pune is undoubtedly needs appreciation, more particularly Shri Chiranjeevi, SPO who has definitely might have taken more pain for achieving this model. Rome is not built in a day.

Stores & Purchase - NCL Model is therefore my dream office.

Compliance of Official Language

Our Jt.Secretary vide his letter dt.20/20/08 has reiterated that Sec.3(3) of the Official Languages Act, 1963 should be complied with. As per the above Act, all documents (General Orders, Notifications, Press Communiques, Contracts, Agreements, Licenses, Permits, Forms of Tender, Tender Notices, Resolutions, Rules, Administrative and other Reports and Official papers to be laid before a house or houses of Parliament) are invariably issued in bilingually. It is the responsibility of the officer who is signing such documents to ensure that these documents are issued in bilingual form.

Therefore, it is essential that all documents in Stores & Purchase prepared bilingually.

Each one of us - it matters

Dear all

The main purpose of this blog is to have an intraction among all of us, i mean the S&P personnel, and to have a plotform for exchange of views. To achieve this, it is planned to include all interested persons as "members" of this blog. This privilage is restricted to S&P Cadre, at present (to be reviewed). Members can post their issues to be discussed/problems faced/contribute their knowledge source. So that other members will comment, give their view point, solution to the problems raised, etc. Some team members will be assigned the job of "administrators" who can edit all posts, add and remove the team members, modify the blog's settings and templates.

Therefore, interested S&P cadre persons are requested to give their mail id. One should have a google account (it is very simple to creat an account) for this.

An association for Stores & Purchase (cadre based) is exist in CSIR which only enrols common cadre officers belong to S&P i.e. from Section Officer and above. Very recently CSIR has streamlined the cadres of Admn. viz.General Administration, Finance & Accounts, Stores & Purchase, and Stenographers. Since full fledged Cadarisation has been done, the need for inclusion of all the cadre people (Asst Gr.III, Gr.II, Gr.I) is inevitable.

Before approaching the Office Bearers of the S&P Association, it is open for discussion among the cadre persons about the pros & cons. Any comment/suggestion on this.

CSIR has turned down the request of Assistants Gr.I and Sr.Steno for upgrading the pay scale on par with Central Secretariat. CSIR Lr. is as below:

UPGRADATION OF SCALE OF PAY OF ASSISTANTS/SR. STENOGRAPHERS
The matter of upgradation of pay scales of Assistants/Sr. Stenographers from Rs.5500-9000 to Rs.6500-10500 on par with the Central Secretariat Officers and staff of the GoI in New Delhi was taken up in the 169th meeting of the Governing Body of CSIR. The Department of Expenditure, MOF, GOI has not approved the proposal on the grounds that the revision of pay scales is only applicable to Central Secretariat Service and that implementation of pay scale of Rs.1640-2900 was approved under certain circumstances. Subsequently, the matter was taken up with the DOE which has been stated that the matter of parity is also under consideration of GoI under the umbrella of 6th Central Pay Commission.
CSIR is bound by the instructions of GOI in regard to pay scales, etc. as the entire component of salary is provided by the Govt. and it is not independent to take a decision and implement it, if not approved by the Govt.
Bye-Laws 14 and 15, and statement regarding adoption of pay scales in Advt.No.EU/CASE/(5)/97 have not endowed CSIR with powers to over-ride the instructions of GoI.
As and when the recommendations of the 6th CPC are made applicable to CSIR, it will be implemented in CSIR to the extent permitted by the GoI. Accordingly, the representations on the subject stand disposed of.
