Borrowing of Officers in Gen, F&A, S&P Cadres

CSIR vide circular No.5-1(26)-2008-PD dt.04/09/2008 (Sl.Circular No. ) has amended/inserted a clause in the CSIR Administrative Services (Recruitment & Promotion Rules), 1982 as below:

My comments : It is nothing but allowing a foreigner invading to our legitimate rights. It will put hardship to the administrative personnel.
